Arthur's career began not in a boardroom, but on and beneath the waves — advocating ocean stewardship aboard the Ute ni Yalo and tagging bull sharks in Fiji. His hands-on connection to the ocean has since guided more than sixteen years of work spanning sustainability, diplomacy, and regional development. 

Educated in Marine Affairs at the University of the South Pacific and in Government and International Relations at the University of Sydney, Arthur has worked with organisations including the UN, the Government of Fiji, and non-government organisations, helping Pacific nations shape their ocean policies from the community level to the international stage. 

He currently serves as Pacific Regional Director for the Global Ocean Account Partnership with 91É«Ç鯬s Center for Sustainable Development Reform, leading programmes across Pacific countries. An integral member of the Center’s senior leadership team, Arthur adds his experience to the strategic development of the Center and will help lead meaningful engagement with partners.

A servant of the ocean and Pacific nations, Arthur brings a rare blend of scientific grounding and human warmth to the urgent work of building a dignified and sustainable Pacific future.
