Stewarding Thin Markets
Improving Public Sector Market Effectiveness
Improving Public Sector Market Effectiveness
Governments around the world are grappling with issues involved in stewarding聽public sector service markets to聽ensure they meet policy objectives. But without聽understanding the full range of 鈥榣evers鈥 (for examples,聽actions and聽interventions)聽available to steward markets, governments risk developing 鈥榯hin markets鈥 that fail to聽meet people鈥檚聽needs, and may even make things worse.聽聽
Thin markets emerge when there are not enough providers in a public or聽private聽market for it to function as intended. Thin markets have both a low number of buyers聽and a low number of聽sellers, and may also suffer from price volatility 鈥 a combination聽of characteristics that leads to market inefficiencies. As markets are increasingly聽used to deliver public services, thin markets have become a major challenge for聽governments. In the public sector value for money and equity are crucial. In addition to inefficiencies, thin markets present issues of inequity.聽聽
This goes against key principles of government service delivery, which are 鈥榚ffectiveness, efficiency and equity鈥.聽Current research focuses on how public service聽markets should function in an ideal scenario, but such theories聽assume 鈥榝ree markets鈥 with little or no government intervention. However, public service markets are not free聽markets 鈥 they rely on government funding and do not use traditional supply and demand mechanisms. This聽means that governments do not currently have a way to identify thin markets within a public service market context, severely limiting their ability to address them.聽
鈥疶his research project will develop innovative methods to identify and assist in addressing thin markets in social聽service settings using Australian National Disability Insurance Scheme (NDIS) as a critical case study. Thin聽markets and market gaps (for example,聽where no providers exist in a specific area) in the NDIS and similar聽schemes could聽undermine the goals of the scheme and the principles of public聽sector service delivery, including effectiveness,聽efficiency and equity.聽
By studying the NDIS, this project will answer the research question: What levers聽can governments use to steward聽emerging public service markets?聽
Objective 1: Use and further develop innovative network analysis techniques to聽identify thin markets or market gaps聽
Objective 2: Build knowledge of the ways in which informal and formal governance levers influence market聽emergence and development聽
Objective 3: Identify potential levers for the stewardship of highly complex and diverse public service markets
